Land Use Context
Amendment C243 seeks to amend the planning scheme to facilitate the future use and development of the site for the Mornington Peninsula Technology, Industry & Business Park by;
Rezoning the site from Special Use Zone (Schedule 1 – Port Related Uses) to Industrial 3 Zone.
Applying the Development Plan Overlay (Schedule 24 – Mornington Peninsula Technology, Industry & Business Park) to the site.
The land is currently zoned Special Use Zone (Schedule 1 – Port related uses).
Port Development Strategy
The Port Development Strategy 2018 is a document prepared by the Port of Hastings that provides an overview of the current and future operations of the Port of Hastings area. According to the Port of Hastings Development Strategy 2018, the site and its surroundings are considered surplus to SUZ1 port requirements and should be considered for alternative industrial development.
Specifically, in relation to surplus to requirement land, the strategy states;

'Areas adjacent to the main port precincts and activity centres allow for supporting industry and activities which provide a lower impact interface to communities of Hastings and Tyabb. These areas should be investigated for industrial uses that are compatible with the nearby communities and activities of an adjacent port at some time in the future.'
Industrial & Commercial Land Use
The Melbourne Industrial and Commercial Land Use Plan (MICLUP) 2020 provides an overview of current and future needs for industrial and commercial land across metropolitan Melbourne.
The MICLUP identified the Bungower Road site as Regionally Significant Industrial Land. The purpose of Regionally Significant Industrial Precincts, according to MICLUP are;

They may serve broader city functions or support activities which benefit from scale with some precincts offering opportunity to transition to a broader range of employment opportunities offering a higher amenity to workers and economic vibrancy.'
We believe the activation of the site aligns clearly with State Government planning and will be an excellent outcome for the region.
